The ratio of minerals to alloys and food to alloys is exactly the same. 1 miner gives you 4 minerals, while 1 farmer gives you 6 food, and the coversion to alloys is based on that. Standard metalurgist coverts 6 minerals into 3 alloys, and with catalytic processing, you turn 9 food into 3 alloys.

The important factor here is it’s the same number of pops used. 1.5 farmers -> 1 catalytic technician. 1.5 miners -> 1 metallurgist. However farmers have a higher base output so all the % boosts you accumulate mean catalytic is more pop efficient. Catalytic Processing/Agrarian > Mining Guilds/Industrious.

Yeah can't take catalytic processing before researching +1 civic tech, but I've found that Anglers now gives a +40 consumer goods surplus at game start, so tech rushing is very much viable for getting the +1 civic sooner.
