The original route was blazed in 1904 as a wagon road to aid in the construction of Theodore Roosevelt Dam, started in 1903 and completed in 1911. As with most highways, it was built and maintained in sections. State transportation workers graded the single-lane, 12-foot-wide road for drainage and safety for the first time in 1915.
