It's pretty safe. Plaguebreak had to be balanced for both PvE and PvP. No one is using Azureblight for PvP so they only really have to balance it for PvE. Azureblight is also less versatile. If you run Azureblight you're pretty much pure dot build or the set is going to be pretty bad. In contrast you can slap plaguebreak on DOT or non DOT builds.
