Regrettably there isn't an option to turn off item hauling, so the only way to stop your dwarves gathering enemy socks while miasma destroys your fort, is either to forbid them or to remove any stockpiles capable of receiving them. Turning off or suspending other fortress activities will also help by freeing up more dwarves for hauling.
