Cox connection issues

In the past I've had no issues with my service, outside of the occasional outage. But a year and a half ago I moved into a new apartment (in the same area) and I started to have connection issues. For a while I had no problems, but then they started. My issues relate to my actual connection getting massive loss and slowdown.
